All hospitals in Ontario are required to submit a Hospital Annual Planning Submission (HAPS) and a Hospital Service Accountability Agreement (H-SAA). This process was developed by the Ontario Ministry of Health and Long-Term Care.

The Local Health Integration Networks (LHINs) have primary responsibility for completing negotiations with hospitals and obtaining signed H-SAAs. The LHINs will continue to work with the MOHLTC and the Ontario Hospitals Association to ensure a well coordinated and effective process.
